EHP Review for
BEAD-Funded Projects
BEAD-Funded Projects
what is
EHP review?
Environmental and Historic Preservation (EHP) review is the process used to evaluate how your project may affect environmental and cultural resources—and to ensure compliance with federal laws such as the National Environmental Policy Act (NEPA).
For BEAD-funded projects, completing EHP review is a required condition of funding. Before construction can begin, projects must undergo environmental screening and documentation to determine the appropriate level of NEPA review.
While some broadband deployments may qualify for a categorical exclusion (CATEX), projects can still face delays due to environmental constraints, historic preservation considerations, or permitting requirements that are identified during the review process.
Because of this, EHP review is often one of the most time-sensitive and critical steps in keeping BEAD projects on schedule.

what EHP review
involves
Project Inputs & Design Coordination
- Detailed project description (scope, location, construction methods)
- Infrastructure types (fiber, towers, ROW work, etc.)
- Construction schedule and design assumptions
Mapping & GIS Analysis
- Site mapping and spatial data development
- Identification of environmental features (wetlands, floodplains, etc.)
- Documentation suitable for federal review systems
Environmental Screening & Analysis
- Endangered species and habitat review
- Identification of environmental constraints
- Impact evaluation and mitigation considerations
Historic & Cultural Review (Section 106)
- Assessment of potential impacts to historic properties
- Tribal coordination and Section 106 consultation
Permitting & Compliance
- Identification of required federal, state, and local permits
- Coordination across agencies and tracking of approvals
how we
help
We support BEAD awardees through all phases of the EHP process, reducing risk, avoiding delays, and keeping projects aligned with funding timelines.
Our team is built to support high-volume broadband deployments, combining environmental expertise with real-world infrastructure experience. Whether your project is in early planning or preparing for construction, we can help you move through EHP efficiently and with confidence.
